to foster - in a totally indepedent way- reflections and further analyses. In brief it is a way
that enhances the critical approach the young should learn to acquire vis-a-vis today's most
thorny issues. The magazine will grow and improve thanks to contributions from its readers,

Money, Technology, and Distance Education
Kenneth C. Green
Green notes that many institutions are rushing into the distance education (DE) market
because they think that they will find gold there. He argues, however, that only when they
view DE as a fully capitalized business will they begin to understand the options and
opportunities for them. And they must be able to respond to the question: what happens if (or
when?) Disney, Dreamworks, or Microsoft enters the market.

New Higher Education Trends Reflected in the Design of the Western Governors University
Sally M. Johnstone and Dennis Jones Johnstone and Jones describe the design of the Western Governors University, which reflects the evolution of higher education as it accommodates and takes advantage of a rapidly changing technological environment. They point out the faculty reward structure at WGU will place greater emphasis on activities for which faculty have unique competence--curriculum design and materials development.

California Higher Education Extends Its Reach Diane Vines, Barbara Thorpe, and Robert Threlkeld Vines, Thorpe, and Threlkeld, in describing the origins and structure of the California Virtual University, note that the purpose of CVU is to prepare the California workforce, promote economic development, expand access within California to postsecondary education, and
promotes the global export of California education and training.

The Significance of Virtual Universities
Donald M. Norris
Norris notes that the virtual university movement may be decisively important to the future of
knowledge age learning and will be a significant lens for focusing political pressure and
reallocating resources in public higher education.

Malformed UDP Packets in Denial of Service Attacks
March 6, 1998 23:00 GMT Number I-031a
PROBLEM: Denial of Service attacks on Windows NT and Windows 95 platforms are being
seen on the Internet.
PLATFORM: Windows 95, Windows NT
DAMAGE: Computers freeze or hang, Windows NT machines go to "blue screen of death"
immediately or soon after the attack, or spontaneously reboot.
SOLUTION: This appears to be the modified teardrop attack (also known as
bonk/boink/newtear) described in CIAC Bulletin I-19. Apply the TCP/IP hotfixes provided by
Microsoft for Windows NT and Windows 95.
VULNERABILITY Unprotected systems crash and lose any unsaved data when this attack
occurs. This attack seems to be directed at every or at least many IP address at a targeted site.
This attack is widespread.

Revision a: Add updated Windows 95 patch.

Malformed UDP Packets in Denial of Service Attacks
CIAC has information that there have been an ongoing series of denial-of-service atacks
directed at whole blocks of IP addresses. The attack uses UDP ragmentation to exploit a
known vulnerability on unpatched Windows NT and Wndows 95 systems. The attack is a
sequence of two UDP packets, the first bing the setup packet, and the second, a malformed
UDP packet. Because of the way Microsoft implements the TCP/IP stack, processing these
UDP packets places the TCP/IP stack in an unstable state. Unprotected Windows NT
machines crash and display the "blue screen of death" during or soon after the attack.
Windows NT boxes with only SP1 applied seem to reboot. Windows 95 machines hang. The
attack is not intentionally damaging to the machines, but as with all such issues can do
damage if the machine is accessing the hard drive at the moment the attack occurs. Microsoft
has tested these malformed packets and believes the teardrop2 hotfix solves this problem. We
suggest patching all machines with this hotfix and the smb/cifs (srv hotfix) which protects
against a similar attack. See CIAC Bulletin I-19 for more information on this type of attack
and the machines that are vulnerable. Note also that Microsoft has updated and combined the
patches for the Teardrop and Land attacks on Windows NT. This patch is now the teardrop2
fix. The teardrop2 hotfix should be used instead of the patches listed in the I-19 Bulletin.
We have noted that Windows NT and Windows95 machines that were located behind
firewalls did not fail during these attacks. We believe this is due to the fact that most
firewalls automatically drop malformed UDP packets.To get more information from

hotfixes for Windows 95:
Windows 95 without Winsock installed is not vulnerable. All other versions of Windows 95
should update to Winsock 2. Microsoft has released an update called the "Winsock 2 update"
for Windows 95. According to Microsoft, this update contains fixes for all known
vulnerabilities in the Windows 95 TCP/IP stack. Microsoft is updating their security
advisories to recommend that all Windows 95 customers who are concerned about TCP/IP
security and denial of service issues should upgrade to WinSock 2 using this update. This
update works for all existing Windows 95 systems, and can be installed on top of systems that
already have existing security updates installed. This update is available from
http ://www.microsoft.com/windows95/info/ws2.htm
We have also been advised that Windows 98 RC0 (release candidate 0) contains all known
TCP/IP updates, and is not vulnerable to this attack. Warning: These are hotfixes from
Microsoft that are not as well tested as a Service Pack. Be sure to follow the directions for
installing the patches or you may make your machine unbootable. The Service Pack 3 for NT
4 is required before installing any of the hotfixes noted above. If you reinstall Service Pack 3,
you must reinstall the hotfixes. We have installed all the hotfixes for Windows NT 4 and
Windows 95 and have not experienced any problems.Windows NT users should turn on the
creation of a crash dump file. To do this, select Settings on the Task Menu from the Start
button, select Control Panel, then the System icon, and in the System Properties window
select the "Write debugging information to" checkbox. If a machine with the teardrop2 fix
installed is attacked and crashes, please inform your Computer Security Department and give
them information about which patches were applied. The crash dump file may be requested
by Microsoft.

8.-OPERA: THE BROWSER=======================

Hace un par de semanas Enrique Palao había preguntado por el navegador desarrollado en
Noruega y que parece ser bastante eficaz: OPERA. Yo no lo probé, pero en el artículo que
copio abajo, hay algunos detalles que lo hacen tentador, por ejemplo, el poco lugar que ocupa
en el disco rígido, su aparente velocidad, la capacidad de correr en PC 386, etc. La salvedad:
no es gratuito.

Opera - The Browser

Opera is a nifty new web browser from Opera Software, a small software company in Norway
run by Jon Stephenson von Tetzchner and Geir Ivarsøy. The size of the download is very
small compared to Netscape or Explorer (about 1/10th the size!), but it's making a big splash
with users all around the world.Aside from the fact that it's just a bit over 1MB to download,
Opera is a full-featured browser that's zippy even on older 386 machines. Some people report
that's it's TWICE as fast as Netscape or Explorer at pulling down web pages.Oh, and before
we go further, I should mention that right now Opera runs only on Windows 3.x, Win95 and
WinNT. But reportedly there are development efforts underway for Mac, OS/2, Linux,
Amiga, and BeOS platforms.IT SLICES AND DICES Despite its small size, Opera does
everything a web browser is supposed to do. It also has some cool features, such as multiple
windows, a powerful hotlist, easy graphics toggling and other goodies. And unlike it's rivals,
Opera actually adheres to the HTML standard - which means it renders web pages the way
they are supposed to look. Opera is also an excellent browser for users with physical
handicaps, as it can be navigated with the keyboard only, and can scale the size of web pages
on the fly. So depending on your monitor size, resolution and visual acuity, you can choose to
set the browser window size from 20% to 1000% of acctual size. You can also configure
Opera to work with screen reader software. Opera includes a good Usenet newsreader, and
supports FTP, Gopher, and SSL security. It does handle JavaScript, but not Java.At install
time, Opera will import your IE Favorites and Navigator Bookmarks, which is a nice feature.
It's always a pain to lose your hotlist when switching browsers.
STEAK KNIVES NOT INCLUDED
However... Opera is not free. It's free to download and use for 30 days, but registration is $35.
There's a 50 percent educational discount for qualifying faculty and students, or anyone who
can't afford the cost.So why would you want to bother with a $35 upstart, unknown Web
browser from a couple of guys in Norway? Here are a few reasons you might:
1) You can download it in just a few minutes. No 36MB downloads and acres of hard disk
space consumed.
2) It's not bloated with useless features, so it starts fast, runs fast, and consumes less system
resources. Opera runs nicely on a 386 with 8MB of RAM.
3) It has some nifty features the others lack.

Announcing a major new release of ViSta - The Visual Statistics System Version 5 for
MSWindows and MacOS (in English) Copyright (c) 1991-98 by Forrest W. Young. This is the
most significant release of ViSta since 1996

OVERVIEW
ViSta is a freely available visual statistics system designed for a wide range of users,
particularly for students and teachers of statistics. ViSta features dynamic, highly interactive
visualization tools for revealing structure in data; for showing the results of statistical
analyses; for guiding the analyst through an analysis; for structuring the analyst's data analysis
process; and for designing statistical guidance.
This major new release of ViSta makes it much more suited for use in Introductory Statistics
courses.
ViSta now has an extensive help system; visualizations for univariate, bivariate, and
classification data, and for simple and bivariate regression. Many earlier visualizations have
been improved, some with major modifications. ViSta can now perform ANOVA on
unbalanced data. Data management has been simplified. Color has been added throughout.
ViSta can be configured for students, teachers or course developers, and for individual or
networked users.
The new features are summarized below.
ViSta is available for free for Microsoft Windows, MacOS, and for Unix with X11, in

NEW FEATURES
HELP:
The major changes include a new help system. The system includes a Help menu, an "About
These Data" menu item, help for menu items, help for spreadplots, and help for all graphics
windows. The graphics windows have a help button, as well as an item in the Help menu.
VISUALIZATIONS:
Color has been added to the visualizations. New visualizations are available for univariate
and bivariate data, for simple regression, and for bivariate multiple regression. Nearly all
previous visualizations have been improved, some with major modifications. Boxplots have
been enhanced, including an option for parallel coordinate plots. Spreadplot windows always
close. Spreadplot layout and management has been improved.
ANALYSES:
ANOVA can analyze unbalanced data. ANOVA and UNIVAR no longer must use table data,
eliminating the need for table data, and thereby simplifying data management. Errors in
UNIVAR have been fixed.
MISCELLANEOUS:
Reports have been improved for ANOVA, UNIVAR and PRINCOMP. Messy windows under
the Macintosh have been eliminated. There is a new dynamic opening screen, ABOUT
VISTA and screen-saver. Color has been added to WorkMaps. WorkMap icon layout has
been improved. Desktop layout has been improved. A text window is now available for MS-
Windows.
GENERAL DESCRIPTION
ViSta features dynamic, highly interactive visualization tools for understanding data structure,
for seeing the results of statistical analyses; for guiding the analyst during an analysis session;
and for tructuring the analyst's data analysis process. ViSta is designed for wide range of
users. It is particularly useful for those learning satistics and for their teachers.ViSta is being
used to teach introductory statistics; introductory and advanced multivariate statistics;
statistical graphics; and computational statistics. ViSta is also being used for research and
development in statistical graphics and computational statistics.
ViSta is designed for an audience of users having a very wide range of data analysis
sophistication, ranging from novice to expert. ViSta provides seamlessly integrated data
analysis environments specifically tailored to the user's level of expertise. Guidance is
available for students and novices, and tools are available for teachers and other experts to
create guidance for these novices. A structured graphical user interface is available for
competent users, and a command line interface is available for sophisticated users. The
complete Lisp-Stat (Tierney, 1990) programming environment is available to researchers,

A União Européia foi tomada de surpresa pela proposta norte-americana de privatizar a
administração da Internet. Ontem, os responsáveis europeus se mostraram decididos a dar
uma resposta conjunta durante a reunião do Conselho de Ministros de Telecomunicações da
União Européia, realizada em Bruxelas, na Bélgica. "Existe uma diferença de enfoque com os
Estados Unidos, e a Europa não vai aceitar a posição norte-americana", disse o ministro da
Indústria da França, Christian Pierret. Mais diplomática, sua colega britânica, Barbara Roche,
declarou que a União Européia quer superar as diferenças trabalhando em conjunto com o
país de Bill Clinton. Até agora, duas agências – a Internet Assigned Numbers Authority
(IANA) e a Network Solutions Inc. (NSI) – controlavam por encargo do governo norte-
americano a Internet. Mas o contrato termina no final deste ano e a Casa Branca não tem
intenção de renová-lo. O bloco econômico encarregou representantes permanentes em
Bruxelas de prepararem uma resposta conjunta aos Estados Unidos. O representante da
Comissão Européia criticou publicamente na última quarta-feira a postura dos Estados
Unidos. "Essa posição parece não reconhecer a necessidade de aplicar um enfoque
internacional para a administração da rede mundial de computadores." Para Bengemann, os
norte-americanos consideram a Internet como de sua propriedade. A proposta dos Estados
Unidos outorgar a um número limitado de sociedades privadas o controle da Internet entra em
conflito com o projeto de conceder o comando da rede a um organismo internacional sem fins
lucrativos.Um grupo com essa finalidade foi criado em outubro passado e conta com a
participação de 88 sociedades de todo o mundo. Os europeus temem ainda que a proposta
norte-americana de aplicar na Internet as habituais práticas comerciais de solução de conflitos
de marcas daquele país termine garantindo a jurisdição dos Estados Unidos sobre a rede
mundial. Isso também colidiria com a intenção de estabelecer um procedimento multilateral
de acordo de disputas no marco da Organização Mundial de Propriedade Intelectual. O
conselho reunido em Bruxelas vai encaminhar à Casa Branca propostas como uma
participação do setor privado europeu de forma equilibrada e justa no "governo" da Internet e
a aplicação de regras de competência comunitária, para evitar abusos por parte das
companhias e organizações encarregadas da administração da rede. Bangemann garantiu que
a União Européia não quer declarar guerra aos Estados Unidos por causa da rede, mas
advertiu que, para o próprio bem do serviço, serão necessários acordos. (Zero Hora).A
posição da Inglaterra, expressa na reunião, é de que à medida que a Internet cresce e se
desenvolve, o enfoque dado a essa questão tem de ser internacional. E a França colocou em
memorando oficial que não aceita a imposição de novas terminações propostas como inf

CNE vai avaliar educação superior à distância
Agência Andes (Brasília) - A Câmara de Ensino Superior do Conselho Nacional de Educação
(CNE) criou uma comissão que vai avaliar e discutir os cursos de graduação e pós-graduação
à distância oferecidos no Brasil. O secretário de ensino superior do Ministério da Educação
(MEC), Abílio Baeta Neves, e os conselheiros Arnaldo Niskier e Eunice Durham vão elaborar
propostas que serão apresentadas na próxima reunião do CNE, entre os dias 9 e 11 de
março."O ensino à distância é de fundamental importância, e vamos trabalhar para que ele
não seja usado de forma abusiva", explicou o presidente da Câmara de Ensino Superior do
CNE, Éfrem Maranhão, logo após o encerramento da reunião dos conselheiros na quarta-feira
(18). "Vamos dar uma ênfase maior ao ensino de graduação, para tentar aumentar essa oferta,
enquanto todos os cursos de pós-graduação à distância continuarão subordinados à Capes". Os
conselheiros querem que as instituições de maior credibilidade no ensino à distância possam
oferecer uma maior quantidade de cursos. Eles também vão apurar a denúncia de que a
American World University (AWU), uma universidade norte-americana, estaria oferecendo
cursos de graduação, pós-graduação, mestrado, doutorado e livre docência à distância. A
relatora do processo é Eunice Durham.
Os diplomas e certificados de conclusão do curso da AWU são expedidos nos Estados Unidos
e não têm validade no Brasil. Para serem reconhecidos aqui, eles teriam de ser revalidados
por uma instituição brasileira. "A AWU não tem como garantir isso", enfatiza a
coordenadora-geral de Projetos Especiais da Secretaria de Educação à Distância do MEC,
Carmen Moreira de Castro Neves. "O aluno que fizer esse curso vai continuar sem diploma de
curso superior no Brasil".
Ampliação de cursos - Os conselheiros estão aguardando a posição do MEC sobre as
mudanças que eles propuseram para a portaria, publicada em novembro, que permite às
instituições universitárias com dois anos de conceitos A ou B no Exame Nacional de Cursos,
o "Provão" abrir novos cursos de graduação fora de suas sedes e aumentar o número de vagas
sem autorização prévia. No pedido de revisão, o vice-presidente da câmara, Jacques Velloso,
sugeriu novos critérios, como a qualificação dos docentes, a qualidade dos laboratórios,
estrutura física das filiais semelhantes às da sede, e o cancelamento da permissão de abertura
de novas vagas sem autorização prévia, caso os novos alunos não alcancem o mesmo
resultado no "Provão".
Velloso adianta que ainda este ano todas as instituições começarão a ser visitadas, "para
descobrirmos os motivos que determinaram o desempenho dos alunos no Provão". Os
conselheiros também avaliaram os nomes propostos pelo MEC para acomissão de
especialistas de cada um dos cursos de graduação. No total, eles modificaram cerca de 50%
dos escolhidos. "Demos preferência a pessoas mais qualificadas, doutores ou mestres, e
procuramos manter alguns integrantes das antigas comissões", justifica Maranhão. A
comissão que mais sofreu modificações foi a de Pedagogia. Dos cinco nomes oferecidos pelo
MEC, apenas um foi mantido pelo CNE. (VC)

Olá a todos,
Faz pouco tempo que me inscrevi nesta lista e pude tomar conhecimento de alguns debates
interessantes. Estou fazendo mestrado em educação na PUC de Porto Alegre (Brasil) e minha
área de interesse é a internet na educação. Fiquei surpresa com a notícia referente a
privatização da Internet e acredito que preciso atualização nas minhas informações. Pelo que
sei a Internet nao tem dono, várias empresas ou organizações são responsáveis por espaços a
ela destinados. Gostaria de auxilio para responder às seguintes questões, pois já pesquisei e
ainda não descobri:
1. Eu, usuário comum, me inscrevo em um provedor de acesso e ganho uma senha
2. Este provedor para paga alguém superior,
3. e aí? onde é o topo da rede?
Acho isto muito interessante pelo fato de ficarmos repetindo aos alunos que a rede não tem
dono e sei que isto não é verdade, alguém deve lucrar com isso, mas quem? Agradeço desde
já,

educacionais. Apesar dos BBSs não disporem da tecnologia disponível na Internet, ainda
