Hot Potatoes is not freeware, but it is free of charge for those working for publicly-funded non-profit-making educational institutions, who make their pages available on the web. Other users must pay for a licence.

Hot Potatoes is an application that helps you create online activities for your students: matching and gap-fill exercises, interactive quizzes, crosswords and jumbled sentences.

To start with, have a look at this excellent screencast tutorial for Hot Potatoes by Tim Van Slike.
